Crime does not exist because of its intention but there is always an opportunity and being in office for too long to memorize the procedure will see a gap in this opportunity.

Pihak yang dihukum hanya pelaku yang menjadi kambing hitam, yang sesungguhnya bukan pelaku kejahatan korupsi diistilahkan sebagai kerah putih. Kejahatan ada bukan karena niatnya tapi selalu ada kesempatan serta terlalu lama menjabat hingga hafal prosedur akan melihat celah kesempatan tersebut.
